An invitation will soon be sent to invite the United States "at a diplomatic level", the official said.

Nicaragua and Syria were the only developed nations in the world that declined to originally sign onto the agreement.

"I would like to affirm the Syrian Arab Republic's commitment to the Paris climate change accord", deputy Environment Minister Wadah Katmawi told a meeting of nearly 200 nations at November 6-17 climate talks in Bonn, Germany. That part of the ongoing, six-year Syrian civil war in which 470,000 have died, with 13.5 million of the country's 22 million people in need of humanitarian assistance, including six million Syrians displaced internally and five million refugees - 33,266 accepted by Canada in 2016 alone.

However, in an announcement made in June, President Donald Trump said he planned to withdraw the US from the agreement.

Syria must submit their "instruments of ratification" at the United Nations headquarters in NY before their adherence becomes official, he added.

Environmental organizations around the world praised Syria's decision.

If the Trump administration follows through with its threat, the US withdrawal would take effect in November 2020, on the day after the presidential election.

The idea of flying cars isn't new, of course, but has been very slow to catch on - much slower than past generations had imagined. UberAir-the official name of this endeavor-will be tested in Dallas-Fort Worth, Dubai, and Los Angeles.

In June, Trump said that the USA would pull out of the 2015 Paris accord unless he can secure a better deal. Kerry told CNN. "Are they stupid".

"I confirm that the Syrian Arab Republic supports the implementation of Paris climate change accord, in order to achieve the desired global goals and to reflect the principles of justice and shared responsibility, but in accordance with the capabilities of each of the signatories,"said Syria's Deputy Minister of Local Administration and Environment, M. Wadah Katmawi, according to CNN".

"It is the only instrument we have in the world that allows the unity of intentions and efforts to face up to climate change and natural disasters", Nicaraguan Vice President Rosario Murillo said, according to Reuters.

The Trump administration will not be able to formally extricate the US from the climate agreement until 2020.

France co-organizes the summit with the United Nations and the World Bank.

The Trump administration has not said what those terms might be.

"Many of these events bear the tell-tale sign of climate change caused by increased greenhouse gas concentrations from human activities", he said.
