At the same time, South Korea and the United States conduct joint exercises, in which the U.S. military simulate measures to evacuate American citizens from the region in case of emergency. During his two-day stop in Japan, prior to his arrival in Seoul, Sullivan said the U.S.is not ruling out the possibility of holding direct talks with Pyongyang.

Sugiyama said that the meeting to be held later in the day with his South Korean and US counterparts - Lim Sung-nam and John Sullivan - will be a chance to reconfirm their three-way cooperation.

In South Korea, Trump will meet with President Moon Jae-in and "call on the worldwide community to join together in maximizing pressure on North Korea".

On Wednesday, Lim said the allies agree that the situation surrounding the Korean Peninsula should be "managed stably".

Military tensions on the Korean Peninsula are escalating as Pyongyang remains determined to develop a missile capable of reaching the continental U.S. North Korea conducted its sixth nuclear test in September, flouting the worldwide community's calls for restraint.

"Our objective is, throughout that campaign of pressure, to bring North Korea to the negotiating table without preconditions so that we can achieve our objective of a denuclearized Korean Peninsula", he said.

After the Japan trip, Trump will visit South Korea and hold a meeting on November 7 with its president, Moon Jae In, who took office in May. The allies regularly conduct joint exercises that North Korea condemns as invasion rehearsals.

Trump showed strong interest in the abduction issue in his speech at the U.N. General Assembly last month. The group could try to penetrate into North Korea and, if possible, eliminate the country's leader Kim Jong-un.
